About HSMonitor

HSMonitor is a pre-commercial procurement (PCP) project investing in Research and Development (R&D) services towards innovative ICT-enabled monitoring solutions to improve health status and optimise hypertension care.

Five healthcare providers from four countries are engaged in the procurement, catering to a combined population of over 96 million people, of which over 31 million have hypertension.

The envisaged solutions are developed in competitive phases by industry players (suppliers).

PHASE I
Concept design
Solution architecture Technical specifications

  • Develop a detailed specification of the proposed solution which addresses fit with technical, economic and organizational requirements of the suppliers.
  • Expected output: detailed report describing the solution and a detailed plan for the prototyping and testing activities in Phases II & III.
  • 3 months
  • Maximum phase total budget: €693,000
  • The offers are ranked according to quality – price ratio
  • For Phase I 7 contracts were awarded.

PHASE II
Development of prototype systems
in two iterations

  • Develop the most promising ideas into well-defined prototypes
  • Expected output:
    • Prototype specification
    • Prototype demonstration
    • Plan for development of a limited volume of solutions for field-testing
    • Updated cost/benefits forecast including a preliminary business plan
  • 8 months
  • Maximum phase total budget: €1,386,000
  • The offers are ranked according to quality – price ratio
  • For Phase II a minimum of 3 contracts is expected to be awarded. Contracts are awarded until the remaining budget for that phase is insufficient to fund the next best tender

PHASE III
Development and testing of pilot systems

  • Implement and assess the prototypes under real world conditions
  • Expected output:
    • Implementation in the 5 testing sites
    • Overall assessment and success verification
    • Updated cost/benefits forecast, including a preliminary business plan
  • 16 months
  • Maximum phase total budget: €2,541,000
  • For Phase III a minimum of 2 contracts is expected to be awarded
